2021 Legislative Report Week 1

THIS WEEK IN REVIEW: This week marks the first committee week of the 2021 session. The majority of meetings were comprised of presentations by state agencies. The main discussion was the impact of COVID on the current budget cycle and going forward.

 Both the Speaker of the House, Chris Sprowls, and the Senate President, Wilton Simpson, are taking COVID precautions seriously this session. In the House, in-person meeting with Legislators must be scheduled well in advance and you must register to appear in a committee meeting to testify. The Senate has even stricter rules currently. They are being asked to hold only virtual meetings with constituents and lobbyists. In addition, to testify in committee, a space is set up at the Leon County Convention Center that is linked to the committee meetings to be able to give public input.

Both Appropriations committees met this week and Jay Trumbull, House Approps Chair, and Kelli Stargel, Senate Approps Chair, both gave cautious economic outlooks for the budget for this year. Chair Trumbull made it clear that the House was not going to make their budget based on what the Federal government might do in the future, but on what the current outlook for Florida looked like right now. In the Senate Approps Committee, Chief Economist Amy Baker noted that there was a projected $2.75 billion deficit projected for 2021-22 and that cuts were going to have to come from everywhere.

The next committee week will be starting on Monday, January 25th. The 2021 Legislative Session will begin Tuesday, March 2, 2021.
